mnemonic joins forces with 27 public and private organisations to sign Cyclotron collaboration agreement
On September 30th 2025, mnemonic and 27 other Dutch organisations, signed the Cyclotron collaboration agreement.

The agreement was signed at the ONE Conference, Europe’s prime cybersecurity event, happening in The Hague. The signatories include a wide range of private organisations as well as the AIVD, MIVD, NCTV, NCSC, and the Dutch Police.
This agreement represents an important next step in strengthening cooperation to improve the collective understanding of cyber threats and incidents. By sharing information in a structured way, conducting joint analyses and providing actionable insights to relevant organisations, the partnership aims to increase the Netherlands’ digital resilience.
Cyclotron collaboration
The Cyclotron collaboration responds to the shared need of public and private parties to exchange information on (emerging) cyber incidents more intensively. To achieve this, the partnership is organised around three key functions: an information exchange function to quickly share knowledge about cyber threats and incidents; an analysis and resilience function to conduct joint analyses; and a distribution function to share information and recommendations derived from these analyses with relevant organisations. The Cyclotron Programme was established to make this possible within a trusted community and also contributes to the objectives set out in the Dutch Cybersecurity Strategy 2022–2028 (NLCS).
Use cases
In recent years, public and private partners have already worked closely together through so-called use cases: small-scale, topic-driven collaborations where knowledge and information are exchanged within existing legal frameworks. These use cases deliver short-term results and provide valuable lessons for building the technical infrastructure, work processes and governance of the overall programme.
Cyclotron collaboration agreement
The Cyclotron collaboration agreement has been signed by the organisations already actively involved in existing use cases. The agreement formalises the purpose of the collaboration, sets out how the parties will work together and details the activities to be undertaken – including joint analyses.
