Øyvind Haugmoen is the leader of the IT Security department at Skatteetaten, where he has been building and scaling the organisation’s cybersecurity capabilities since the establishment of the section in 2021. Under his leadership, what began as a small team has grown into a professional security division of dozens of specialists focused on protecting Norway’s critical tax infrastructure and the digital backbone of national fiscal systems. Prior to this, Øyvind spent over a decade in the Norwegian Armed Forces, grounding his approach to security in disciplined operational practices and organisational resilience. Øyvind is a prolific voice in the Nordic cybersecurity community, regularly sharing insights on security competence, real-world readiness, and how large public-sector organisations can adapt to rapidly evolving threat environments.
